E-PORTAL: Error Occurs When Trying To Edit Special Elements For Branding (Doc ID 1332766.1)

Symptoms

In Portal 9.1, when attempting to edit Special Elements for branding changes in Define Header, receive the following PeopleCode Error:

STEPS

The issue can be reproduced at will with the following steps:
1. Portal Administration-->Branding-->Define Headers[Special Elements Tab].
2. Click on Edit Options Button
