According to PeopleBooks, A normal shutdown is a quiescent shutdown that waits for users to complete their tasks.
PeopleBooks > Enterprise PeopleTools 8.48 PeopleBook: System and Server Administration > Using PSADMIN Menus, "Performing a Normal Shutdown"
"A normal shutdown is a quiescent shutdown that waits for users to complete their tasks and turns away new requests before terminating all of the processes in the domain.
It seems to perform behavior of "Forced Shutdown".
Is this really behavior of Normal showdown ?
