On 9.1 version, Allocations step ( prorata or fixed basis) does not create journal as expected but rather returns below error in the message log, indicating that no journal is created.

Allocation Step RMTESTMHNW in Group RMTESTMHNW creates no journal. (5810,75)
Step RMTESTMHNW in Group RMTESTMHNW for Business Unit 10050 did not complete due to errors. (5810,10).

9.1 Feature Pack 2011 (MP5/Bundle #9)

The issue can be reproduced at will with the following steps:
1. Create a allocation step on fixed basis or prorate type.
2. Run Allocation process.
3. Process complete with error message (5810,10) presented in the log
