E-WL: WebLogic Log Shows Error "java.io.IOException: Couldn't get lock for <PS_HOME>/webserv/<DOMAIN_NAME>/servers/PIA/logs/PIA_servlets%u.log" and "Unable to set logger trace: Logger has no handle"

When starting up the WebLogic managed server, the following error is observed:

Unable to initialize psft.pt8.logger.Logger due to the following:
java.io.IOException: Couldn't get lock for C:/peoplesoft/webserv/mydomain/servers/PIA/logs/PIA_servlets%u.log
at java.util.logging.FileHandler.openFiles(FileHandler.java:372)
at java.util.logging.FileHandler.<init>(FileHandler.java:208)
at psft.pt8.logger.Logger.getLogger(Logger.java:131)
at com.peoplesoft.pt.integrationgateway.common.IntegrationGatewayProperties.<clinit>(IntegrationGatewayProperties.java:81)

Even though this error is generated, there are no issues accessing the PIA.
