E-AD:Side-By-Side Configuration Error When Attempting To Open Pscfg.Exe After Installing 8.50 On Windows2008 R2

Installing Peoplesoft environment (Web, App, Batch & File Server) on Windows 2008 R2 server (guided by PeopleTools 8.50 Installation for Oracle). Installed Oracle Client ( 64-bit), WebLogic (10.3.5), Tuxedo ( with VS2008, 32-bit), PeopleTools (8.50.19), Verity and FSCM 9.0 Application. When attempting to open Configuration Manager (Chapter 6
Setting Up the Install Workstation), the error is received.

The application has failed to start because it's side-by-side configuration is incorrect. Please see the application event log or use the command-line sxstrace.exe tool for more detail.
Event log:
Activation context generation failed for "P:\psoft\fs900\bin\client\winx86\pscfg.exe". Dependent Assembly Microsoft.VC80.MFC,processorArchitecture="x86",publicKeyToken="1fc8b3b9a1e18e3b",type="win32",version="8.0.50727.5592" could not be found. Please use sxstrace.exe for detailed diagnosis.

The issue can be reproduced with the following steps:
1.Click the shortcut icon to open Configuration Manager
