E-IB: Is the Service Operation Tester Utility the Right Tool to Test Inbound Operations? (Doc ID 1347658.1)

Background: On a PeopleTools 8.5x environment a new inbound integration is been implemented and tested. The any-to-local routing has been created for the Service Operation, however when trying to use the introduced since PeopleTools 8.50 Service Operation Tester utility to test it, appears the error "Integration Synchronous Handler: No destination node can be determined for the request on node XXX".

Question: Is the Service Operation Tester the right tool for testing inbound synchronous and/or asynchronous service operations?
