On : CS 9 version, CRM Integration

ACTUAL BEHAVIOR
---------------
After following the setup for the CS to CRM integration you are unable to get the SSR_ACAD_PROG_FULLSYNC to publish any messages to CRM.

EXPECTED BEHAVIOR
-----------------------
You expect the student program data to do the full refresh sync.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. setup the EIP SSR_ACAD_PROG_FULLSYNC between CRM and Campus Solutions
2. Go to the Event Registry page to run the service Operation SSR_ACAD_PROG_FULLSYNC
3. get no messages to publish to CRM

Due to this issue, users cannot sync the student program changes between CS & CRM.
