EGL: Cannot Copy A Nvision Report Request Id Due to The Error (28,233) (Doc ID 1353317.1)

Goal

The system is not letting user copy a nvision report request id to another business unit and returns below error:

"Current user does not have access to the target report request. (28,233)
Target report request is a secured report request, users who do not have access will not be able to copy report requests."

The nvision report request id is set as "public".
