Timesheet showing incorrect Total hours on day light savings day when base time zone is not same as employee's time zone.

1. Change the system base time zone to CST from PST. The database server time zone is CST so we needed to go into PeopleTools Options and change the Base Time Zone to match.
2. Bounce app server
3. Test with punch employee in PST time zone.

    Emplid: KUTL103
Time Reporter Type: Punch Time Reporter
    Time Zone: PST (Pacific Time)

4. Go to Timesheet, enter time with punch out on daylight savings, 03/13. After submitting time, notice system added an extra hour to the total. It is displaying 9 hours whereas it should be displaying 8 hours for 03/12.

         03/12 -- Punch In: 3:30PM
         03/12 -- Punch Meal: 7:00PM
         03/12 -- Punch In: 7:30PM
         03/13 -- Punch Out: 12:00AM
