PC_PRICING not creating expected target rows.

PC_PRICING not creating expected target rows.

The issue can be reproduced at will with the following steps:
1. Program Management is not installed
2. Create Rates by Job Code 'RGTBA1' in set id 'PROTO'.
3. Create Rate set in set id 'PROTO'. Source using Analysis Type and JobCode, target rate option 'JCO'
4. Associate the Rate set to Project/Activity directly without using contracts with proper effective dates. Business Unit for the project is 'PROTO'
5. Make the Project not to enforce team.
6. Create a transaction for an employee and feed the job code and analysis type so that the transaction will be eligible for pricing. The BUSINESS_UNIT_GL is 'A0001' on the transaction. The CST_DISTRIB_STATUS, BI_DISTRIB_STATUS and other statuses are populated appropriately to make them eligible for pricing.
7. Run PC_PRICING (Project Costing > Utilities > Pricing ).
8. View that no target rows are generated as per the rate set definition in PS_PROJ_RESOURCE table.
