After CS 9.0 Upgrade, Update Preferred Checkbox in Organization Location/Phones/Contacts get Error, Data Being Updated Does Not Exist (18,4) (Doc ID 1358943.1)

Symptoms

Find a user is not able to set the preferred phone on an org location for a new or updated phone number.  Additionally, they cannot set the preferred location or contact.  This only happens after the upgrade from 8.9 to 9.0.

EXPECTED BEHAVIOR

Expect to be able to select the preferred item.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Replication Steps I:
1. Navigate to Contributor Relations > Constituent Information>Organizations > Organization Information > Locations
2. In Correct History mode, enter an existing External Org ID and click Search
3. For an existing location, click on the Location Details link.
4. For an existing Location Phone, check the Preferred box.
5. Click Save.
6. Error: Data being updated does not exist. (18,4)

Replication Steps II:

1. Navigate to Contributor Relations > Constituent Information > Organizations > Organization Information > Locations
2. In Correct History mode, enter an existing External Org ID and click Search
3. For an existing location, click on the Location Details link.
4. Insert a new Location Phone, check the Preferred box.
5. Click Save.
6. Error: Data being updated does not exist. (18,4)
