EAP: Why do the 'Lost Discount' Vouchers not get selected by the Pay Cycle even though Scheduled Due date falls in the Payment Selection Date Range ?

Goal
Lost Discount Vouchers with Scheduled Due date within Pay Cycle Selection date range are not selected by the Pay Cycle if the Payment Date is between Scheduled Due date and Net Due date.
Example:
Voucher Details:
Pay Terms - 2D (2% Discount in 10 days, Net 30)
Basis Date - 07/18/2011
Scheduled Due Date - 08/03/2011 (Set manually)
Net Due - 08/17/2011
Discount Due - 07/28/2011
Pay Cycle Selection Criteria:
Scenario 1:
Pay From Date - 05/01/2011
Pay Through Date - 08/04/2011
Payment Date - 08/04/2011 (One day more than Scheduled Due date on Voucher but less than Net Due Date)
The Voucher is not selected by the Pay Cycle.
Scenario 2:
Pay From Date - 05/01/2011
Pay Through Date - 08/03/2011
Payment Date - 08/03/2011 (equal to Schedule Due date on Voucher)
The Voucher is selected by the Pay Cycle.
