E-IB/UPG: Upgrade running UPGPTSERVOPR Error: "Process aborted." (Doc ID 1361748.1)

Update:  This issue was originally reported for a PeopleTools only Upgrade to PT 8.51.  It has since been seen in upgrades to other PT 8.5x.

During PeopleTools upgrade, when attempting to run Application Engine program UPGPTSERVOPR, the process gets aborted.

Replication Steps:
1. Start upgrading from PeopleTool 8.50.07 to PeopleTools 8.51.08.
2. On step "Converting Integration Broker Objects" run UPGPTSERVOPR
