eBenefits Error: No Matching Buffer Found for Level. (15,26) (Doc ID 1367117.1)

Symptoms

On Oracle Database version 11.2.0.2

When attempting to 'select' on 'Enroll in Benefits', the following error occurs.

ERROR
-----------------------
No matching buffer found for level. (15,26)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to: Self Service> Benefits> Benefits Enrollment
2. Click "Select" button on self service to enroll in Benefits
3. No matching buffer found for level. (15,26) error message is seen
