CA_BI_INTFC process taking long time to complete. CA_WTH_CALC.AI-17000.InsTA0_1 steps runs for more than an hour

CA_BI_INTFC process should complete in a reasonable amount of time.

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Go To Customer Contracts > Schedule and Process Billing > As Incurred Billing
