ETL9.x: Time Collection Device (TCD) Interface PUNCH TIME Load is Not Calculating Total Hours Correctly For Daylight Savings (Doc ID 1372967.1)

ETL9.0: TCD interface punch time load is not calculating total hours correctly for Daylight Savings.

Daylight Saving causes incorrect payable time. TCD interface adds 1
additional hour to Punch time (PUNCH_DTTM) field for the base timezone for
all punches entered on 13th March 2:00am CHINA TIME even though the daylight
savings for the base time zone (PST) has not yet begun.

Scenario 1:
Actual Time Reported through XML for Emplid 5000051 on 13-March-2011
IN Punch: 2:10 AM in CHST which is 10:10AM in PST
OUT Punch: 6:10 PM in CHST which is 3:10 AM in PST

Time Loaded in TL_RPTD_TIME:
5000051 0.00 13/Mar/2011 12/Mar/2011 11:10:00 AM 13/Mar/2011 03:10:00 AM
5000051 0.00 13/Mar/2011 13/Mar/2011 03:10:00 AM 13/Mar/2011 03:10:00 AM

The TCD is adding 1 hour to In punch and making it 11:10AM PST on 12th March  whereas it should be 10:10PM on 12th March giving the employees 1 hr less  of Payable Time

Scenario 2:
Actual Time Reported through XML for Emplid 5000054 on 13-March-2011

IN Punch: 1:10 PM in CHST which is 09:10PM in PST
OUT Punch: 7:10 PM in CHST which is 04:10AM in PST
Time Reported in TL_RPTD_TIME:

5000054 0.00 13/Mar/2011 12/Mar/2011 10:10:00 PM 13/Mar/2011 04:10:00 AM
5000054 0.00 13/Mar/2011 13/Mar/2011 04:10:00 AM 13/Mar/2011 04:10:00 AM

This is giving 2 hrs less of Payable Time
