E-FTP: SFTP URL giving "78 - Remote file not found" error

Symptoms
Although the SFTP URL is correctly set-up, files are not getting attached.
STEPS
---------------
The issue can be reproduced with the following steps:
1. Navigate to PeopleTools > Utilities > Debug > PeopleTools Test Utilities.
2. Attempt to Attach a file using the URL ID for the SFTP site.
3. The file does not attach
ERROR
---------------
The following error is received in the FILETRANSFER log:
"* Connection #0 to host xxxx.yyy.com left intact
* Remote file not found
* Closing connection #0"
The following can be seen in a PeopleCode/SQL trace;
"PSAPPSRV.22199 (268) 1-276409 15.19.01 0.593405 PSCurlFileTransferSession: Upload : File Transfer Failed : FTP library Error code : 78 - Remote file not found
