E-WL: OHS Proxy Log Shows Error "server reached MaxClients setting" and Users are Reporting Slow Performance and Hangs when Accessing PeopleSoft Application

In a PeopleSoft environment, where an OHS proxy is installed in front of the WebLogic PIA's, the following is observed:
The OHS log "ohs1.log" (located in <WEBLOGIC_HOME>/Oracle_WT1/instances/instance1/diagnostics/logs/OHS/ohs1), sometimes logs the following message:
At the same time the above message is logged, some users are reporting intermittent issues with accessing the PeopleSoft application.
