E-WL: OHS Proxy Log Shows Error "server reached MaxClients setting" and Users are Reporting Slow Performance and Hangs when Accessing PeopleSoft Application (Doc ID 1389564.1)

Symptoms

In a PeopleSoft environment, where an OHS proxy is installed in front of the WebLogic PIA's, the following is observed:

The OHS log "ohs1.log" (located in <WEBLOGIC_HOME>/Oracle_WT1/instances/instance1/diagnostics/logs/OHS/ohs1), sometimes logs the following message:

[2011-11-18T12:40:18.4315-05:00] [OHS] [ERROR:32] [OHS-9999] [mod_onsint.c] [host_id: peoplesoft.mycompany.com] [host_addr: 123.456.789.12] [pid: 12345] [tid: 12345678912345] [user: oracle] [VirtualHost: main] server reached MaxClients setting, consider raising the MaxClients setting


At the same time the above message is logged, some users are reporting intermittent issues with accessing the PeopleSoft application.
