The 'Hold Code' column at the Sales Order line level ('Line Holds/Change Reasons' page accessed by using the 'Hold / Change Reasons' option of the 'Line Menu' drop down option list) is grayed out/disabled so you cannot put Sales Order lines put on hold manually.
