ETL9.1: TIME ADMIN NOT PROCESSING ALL JOBS IN SAME WORKGROUP WHEN 'INCLUDE ALL JOBS' IS UNCHECKED (Doc ID 1397237.1)

Symptoms

Time Admin is not processing employees in the same workgroup when 'Include All Jobs' is unchecked.
This is causing incorrect overtime employee and offsetting overtime generated from old 8.9 environment when an adjustment is made.

EXPECTED BEHAVIOR:

Time admin should include all jobs in the same Workgroup as employee record being processed, when 'Include all Jobs' is unchecked.

Steps to Replicate:
------------------------
1: Select an Employee who is in the same Workgroup for both jobs (empl rcds)
2. Enter time for both jobs that equals greater than 40 hours for a week.
3.Make sure 'Include All Jobs' is unchecked on TL Installation table
4. Run time administration by including only one empl rcd

No overtime was generated for the employee. The rules program has a template 20 rule for weekly overtime.
