E-AS: Users are Unable to Logon to PIA - Jolt Session Pool cannot provide a connection to the appserver. This is because the session pool has been maxed out (Doc ID 1399681.1)

Symptoms

Some users are suddenly unable to log in to the PIA. We observed the following errors in the PIA_weblogic.log.
