Cannot Run PO Entry Event when the PO is Sourced from a Req and the Req was Finalized.

Cannot run PO Entry Event against a PO tied to a req when the req was finalized.
When a User attempts to Cancel a PO that has been sourced from a Req and the Req had been finalized but the PO Entry Event process had not been run. The User is presented with 2 messages.
The first message lets the User know that the Requisition will not be available for resourcing since it had been finalized. The second message tells the User that the Entry Event Accounting has not yet been run. The User can press Yes to run Entry Event or press No to stop the cancellation process.
When clicking YES to run the PO Entry Event process, the process never really executes.
Message received: The Entry Event Accounting has not been generated prior to cancelling the document. (10200,530) Press Yes to run Entry Event for this document. Then click cancel again. Press No to end the cancellation request.
By following these steps the issue can be reproduced:
1. Create a requisition. Req Budget Check, Req Entry Event
2. Source the requisition to a PO. Finalize the Req. PO Budget Check.
3. Cancel the PO.
4. Click Yes to message received – Only reqs that have not been finalized qualify for re-sourcing. Click Yes to the next message – Press Yes to run the Entry Event Process.
Result: The Entry Event process does not run and the PO is not a valid value to process Entry Event.
