Symptoms

When attempting to start the Windows Process Scheduler on PeopleTools 8.51, it fails with error:

"TMADMIN_CAT:1607: ERROR: Unable to initialize public key subsystem"

There is a PeopleTools 8.50 environment on the same machine and it starts normally.
