E-PC/PIA: Trace Not Generated Even With Correct Mask Values in PSAPPSRV.CFG (Doc ID 1421213.1)

Symptoms

Despite having the correct Trace Mask values in psappsrv.cfg (TracePCMask=4095 and TraceSqlMask=12319), and following the setup in <Note 643394.1>, PeopleCode and/or SQL traces are not getting generated in the .tracesql file, or traces are being written to the APPSRV log instead.

Restarting the application server does not resolve the issue.
