E-DB: Application Designer Does Not Recover From Database Connection Time Out

If the database connection is dropped, or timed out, Application Designer is unable to recover.
1. Launch Application Designer
2. DB connection gets dropped - in order to replicate this, one can kill the SQL connection from SQL server activity monitor, but in real life situations, the connection drop maybe due to internet connectivity, VPN connectivity, etc.
3. Try to open a project and get error:
File: E:\pt85109b-retail\peopletools\src\psprj\psprj.cppSQL error. Stmt #: 788 Error Position: 0 Return: 8200 - [Microsoft][SQL Native Client]TCP Provider: An existing connection was forcibly closed by the remote host.
4. Click OK on the error
5. Re-try attempt to open project and get error:
File: E:\pt85109b-retail\peopletools\src\psprj\psprj.cppSQL error. Stmt #: 788 Error Position: 0 Return: 8200 - [Microsoft][SQL Native Client]Communication link failure
For Oracle database platform, users receive these two errors instead:
ORA-03114: not connected to ORACLE
ORA-03113: end-of-file on communication channel
In PeopleTools 8.50 and earlier, Application Designer was able to re-establish the connection, but not in 8.51 or 8.52.
