Credit Vouchers Are Still 'Selected' By Pay Cycles In 'No Work' Status. (Doc ID 1444116.1)

If you run a Pay Cycle, and it selects a negative voucher, but there are no positive vouchers to offset, the Pay Cycle will go to 'No Work' status and no vouchers will be selected. The negative voucher is also 'locked' and cannot be used for payment again nor can it be modified.

Steps/Sequence of Events
1. Run Pay Cycle that selects a negative voucher without matching positive vouchers to offset.
2. Pay Cycle will go to 'No Work' status and no vouchers will be selected.

Expected Result
Pay Cycle should not lock the negative voucher even if there are no matching positive vouchers to offset so that it can be modified or used for payment again.

What is Working
Works properly if there are positive vouchers that the negative voucher can offset to.

Business Impact
Vouchers are not getting selected by future pay cycles.
