PO Close Short (PO_CLSSHORT) Populates CHNG_DTTM Incorrectly in Change Order Tables (Doc ID 1447578.1)

Symptoms

PO Close Short (PO_CLSSHORT) populates CHNG_RQST.CHNG_DTTM and CHNG_RQST_DTL.CHNG_DTTM with different values. This causes a couple of issues when the PO Change Process (PO_POCHNG) runs.

1) PO Change Process (PO_POCHNG) does not update CHNG_RQST.PO_UPDATED to P when the Close Short process is done.  Because of this, every time PO change process runs, those lines get picked up again and again but go nowhere.  Over time, as the volume increases, it will impact the performance of the program.

2) If you run PO Close Short and PO Change processes while a PO is on Hold, PS_CHNG_RQST_DTL.CHG_PROCESS_STATUS will be P (In Process).  If you then take off the Hold and re-run the PO Close Short process, it will not process the change order.
