Error Changing Value {Null} When Complete Course Session. (Doc ID 1450106.1)

When attempting to save a Session from Active to Complete which has an inactive competency the following error occurs.

Error changing value. {NULL} (91,34)

The PeopleCode program executed an Error statement, which has produced this message.

The issue can be reproduced at will with the following steps:
1. Inactivate a course competency that is attached to a Session.
2. Ensure employee is enrolled in session course.
3. Attempt to change a session from active to completed then save.

The issue has the following business impact:
Due to this issue, users cannot move a course to complete using session administration if an inactive competency is attached.
