Symptoms

ISSUE STATEMENT
---------------
Installed FSCM Bundles 14 through 17, and included Enterprise Bundle #3 (868299) into Test system, and no longer able to successfully submit ePro Requisitions.

Restored the Test system to pre-bundle 14. Applied bundles 14 and 15 (with pre- and post-requisites). At this point ePro requisitions could still be entered. Applied update 868299, and was no longer able to submit ePro Requisitions.

The issue can be reproduced with the following steps:
1. Apply Bundles up to FSCM 9.1 Bundle 17 & EC Bundle 3.
2. Submit an ePro Requisition.
3. Observe the error.
