No Matching Buffer when Course Type deleted in Update/Display Mode

A course was accessed and the Course Type (PS_CRSE_DESCR_TYPE) was deleted while the user was in Update/Display mode. There was more than one effective dated row in the description area (PS_COURSE_DESCR). Only the most current description (PS_COURSE_DESCR) was deleted when the Course type (PS_CRSE_DESCR_TYPE) was deleted. This caused a no matching buffer/orphaned description record (PS_COURSE_DESCR) and the course could not be accessed on line. If the PS_CRSE_DESCR_TYPE is deleted in correction mode or include history mode all child PS_COURSE_DESCR are removed as expected and there are no orphans.

No matching buffer found for level 15,26

The issue can be reproduced at will with the following steps:
1. Go to Enterprise Learning> Define Course/ Cost Details> Courses> search for a Course> Description tab
Initially, there are 3 rows under the Description tab:
Type = General effective 01/04/2012
Type = General effective 01/01/1980
Type = Content effective 01/01/1980

2. Delete Type = General under Update Display Mode (issue does not occur if delete under other modes)

3. Click Save.

4. Exit the page and go back to Enterprise Learning> Define Course/ Cost Details> Courses. Search for the Course. Receive no matching buffer error.
