ETL 9.1 Time And Labor Archive Queries Does Not Use Consistent Criteris For Archiving. (Doc ID 1458990.1)

ETL9.1: Time & Labor Archive queries does not use consistent criteria for archiving

The issue can be reproduced at will with the following steps:
1. Navigate to Reporting Tools> Query> Query Manager and Click on Advance Search. Enter Query name TL% and change query type to Archive
2. Select Query TL_PAYABLE_TIME_ARCHIVE1 and click on Viw SQL Tab
3. Select Query TL_PAYABLE_TIME_ARCHIVE2 and click on Viw SQL Tab Inconisstent Query Archive Criteria
4. TL_EXCEPTION query: All queries except for TL_PAYABLE_TIME_ARCHIVE1 use A.DUR>= and A.DUR and A.DUR < used by other queries

The issue has the following business impact:
Due to this issue, users can archive one extra day of payable time as compared to Exception table or XREF tables
