Offsets removed for multiple adjustments in the same time period resulting in overstatment of hours.

Offsets of previously adjusted time are removed if time is adjusted multiple times in the same time period and not approved. This results in an overstatment of payable hours for employees.

The system should be able to make any adjustment before approve the payable time

The issue can be reproduced with the following steps:

Go to Manager Self Service -> Time Management ->Time Reporting ->Timesheet
1 - Enter 8 hours of REG time from 11/21 ¿ 11/27 and 2 hours of KUOT time on 11/23/2011
2 - Click on Apply rules
  3 - Run time administration
  4 - Approve payable time
5 - Make the first adjustment to previously approved time: Added 8 hours of VAC on 11/25 and removed 8 hours of REG on 11/25
6 - Click on Apply rules
  7 - Run time admin
8 - Review payable time record and offsets were created correctly
9 - Adjust was not approved
10 - Make the second adjustment (Adjustment is made before the First adjustment is approved.) Change 2 hours of KUOVT 11/23/2001 to 1 hour of KUOVT.
  11 - Run Time admin
12 - Offsets created from the first adjustment (step 5) were removed resulting in overstatement of hours
