How to Synchronize the Departments Between Two Application Using Message DEPT_FULLSYNC Without Deleting Data from Target Database.

For example:-  Sync the departments in HR 9.0 with the Finance 9.1 departments so that we can map correct Departments in GL Interface Journal Set ChartField configuration in Student Financials Item Types. Using IB message DEPT_FULLSYNC .

There are 20 departments in HR and 40 departments in Finance.  If we initiate a Full Data Publish of DEPT_FULLSYNC from Finance to HR, would it erase the 20 departments that are already there in HR? Or would it keep the 20 departments and add 40 Finance departments to HR?
