After upgrade to HCM 9.1 MP5 Delta, when attempting to run the HCDL_DELEGATION Batch Process, the error below is displayed. Same error occurs with recompile attempt of EOAW_CORE.LaunchManager Application Class in Application Designer.

The issue can be reproduced at will with the following steps:
1. Upgrade from HCM 9.1 MP3 to MP5 Delta, applying the following in this order;
Apply HCM 9.1 Maintenance Pack 4 ML Delta (upd868741ml)
Apply prerequisite for HCM 9.1 Maintenance Pack 5 ML Delta (upd868325)
Apply HCM 9.1 Maintenance Pack 5 ML Delta (upd875170ml).
This included manual application of upd874951.
Steps that required PT8.52 were marked complete as instructed.
Several DMS scripts were changed from DataMoverUser to DataMoverBootstrap because they contain IGNORE_DUPS:
Apply AWE Fix upd864108
Apply Tax Update 11-F
Apply Tax Update 12-A
Migrate SQRs paygl01.sqr, pay003.sqr, ddp001.sqr
2. Run the HCDL_DELEGATION job, which will produce the run-time errors listed above.
3. Attempting to recompile the LaunchManager ApplicationClass via Application Designer, which will produce the PeopleCode compile error referenced above.
