PeopleSoft Enterprise Contracts: SYSTEMS ALLOWS ACCOUNTING DISTRIBUTION EFFECTIVE DATE TO FALL AFTER EVENT DATE

The system allows the user to enter an accounting distribution effective date, which falls after the event date on the Billing Plan. This is causing issues, when you process events via the CA_BI_INTFC. Create a contract with 3 events using the following dates:
Event 1 Date:
Event 2 Date:
Event 3 Date:
After activating the contract, suppose another user accidentally changes the accounting distribution effective date to 02/13/2012 and saves the page. Now the effective date falls after the date of event 1, so the system should not allow this.
Run the CA_BI_INTFC. The system processed events 2 and 3. Event 1 was not processed, because the event date is 02/01/2012, which falls before the accounting distribution effective date 02/13/2012. The Billing Status and Event Status are still Ready, even though events 2 and 3 were processed. The status should be "In Progress". Because the status is still Ready, the CA_BI_INTFC will select events 2 and 3 every time the process is run.
We modified the Accounting Distribution page to restrict the user from entering an effective date which falls after the revenue or billing plan event date.
