E-LDAP: LDAP Authentication Fails when Users Password is Expired in PSOPRDEFN (Doc ID 1466978.1)

Symptoms

When PeopleSoft password controls are configured  and the users  PeopleSoft password has expired,  logging in with LDAP credentials displays the message :  "Invalid signon id or password"
