EMM: Can't View List of Approvers When Approving a Work Order

Goal
I have configured the new workflow to approve work orders. When I click on the Approval Preview Button, it works but if there are multiple approvers when you click on the multiple approvers link yo get a new page with a securoty authorization error. I want the users to be able to see who the approvers are.
If I give the user People Administrator access the page works correctly.
On the EOAW_APPROVAL_WORKFLOW menu I added:
EOAW_ARCHIVE
EOAW_HISTORY_VIEW
EOAW_PREVIEW_MON
EOAW_REDIRECT
EOAW_USER_MON
The results are that the user can use the hyperlink from their worklist and approve or deny the work order. Although they still get Authorization Error -- Contact your Security Administrator -- if they try to see who the approvers are.
