Manager Self-service - View Employee Personal Information Error If User Does Not Have Administrator Role: "You Are Not Authorized to Access this Component (40,20)"

When managers navigate to Manager Self Service >Job and Personal Information >View Employee Personal Info details will not show detail unless you have PeopleSoft Administrator role. What is causing this issue? If you do not have the PeopleSoft Administrator role you receive the following error:
You are not authorized to access this component. (40,20)
You have not been granted security authorization for the component you are attempting to access. You may have access to the designated component and page, but not in the specified action mode (such as Correction or Update/Display). Contact your system administrator.
