EAR9.1: Can Not View Payment Attachments Online After Posting or ARUPDATE (Doc ID 1477885.1)

Symptoms

 An Attachment is uploaded in Payment Deposit Worksheet. It is also viewable there. ARUPDATE is then run. When trying to view the attachment afterward in the Payment Status page, the attachment link shows (0) , indicating no attachment. Data is still in on the PS_PAYMENT_WS_ATT table. In other words, the attachment is not visible after posting.
