E-AWE: Custom Email Collaboration Approve & Submit, Then Run EOAWEMC AE, Results Error; 'there is no transaction record at level -1 for this approval process. (18081,1041)'

With custom Approval Framework (AWE) transaction, Email Collaboration has been setup and working in Dev environment, upon migration to Test environment, the incomming mail - from Approve Submittion of Email Approval Form, it hitting a method called "checkSacErrors" and EOAWEMC Application Engine (AE) is sending an email that says "The Email Approval process was unable to either approve or deny"
Application FSCM 9.1 mp7 EC Bundle #1, if the MP7 was Cumulative
The issue can be reproduced with the following steps:
1. Setup Transaction Registry, checking Use Email Approvals + all other custom requirements for new Transaction.
2. Create transaction, receive Email Collaboration Form Email, select Approve, and Submit the Email.
3. Run the EOAWEMC AE program that processes the transaction, and should notify Approvers for next step.
4. Note Email received from EOAWEMC says;
“The Email Approval process was unable to either approve or deny”
