How Can An Administrator Role Be Created That Has Access to Certain Tabs in Profile Management?

How can an administrator role be created that has tab-based security in profile management?

1. Need to Create Profile type with different tabs for Skills, Education and Certifications
2. Assign access to each of these Tabs and their content to different Administrators with different Security Access by BU/Department
3. These administrators would be from different Departments
a) Skills - Users that are in the HR Department
b) Educations - Users in the Education Department
c) Certifications - Users in the Training Department

Currently this is not possible since the Administrator role is granted access to the component and pages within the component.  There is no security configuration based on tabs within a component.
