ACTUAL BEHAVIOR
---------------
Case I: Establish criteria as ‘Complete’ when the Template Definition defines that the step can be complete by Employee .
HR Administrator does not see the ‘Reopen’ button for a document with the establish criteria as ‘Complete’ when the Template Definition defines that the step can be complete by Employee. Also Manager cannot see the reopen button with the establish criteria as ‘Complete’ when the Template Definition defines that the step can be complete by Employee.

Case II: Establish criteria as ‘Complete’ when the Template Definition defines that the step can be complete by Employee Manager.
This works fine when the template definition has ‘Manager’ defined as the completing person. Both Manager and Administrator get the reopen button. However employee cannot see the “Reopen” button when the establish criteria is by Manager .

 
EXPECTED BEHAVIOR

Expect the reopen button to be available to the administrator when Establish criteria as ‘Complete’ when the Template Definition defines that the step can be complete by Employee .


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a performance document as a manager and establish the criteria and complete
2. login as an admin and open the document, the reopen button is not seen
