A Benefits Certificate Does Not Appear When A Cross Plan Is In Place for Medical And HSA Plans (Doc ID 1482535.1)

When cross plan is in place for Medical and HSA plans, the certification does NOT get displayed before trying to enroll in HSA plan via Medical Plan, even though the event rule is setup to have the certification. If enrolled in HSA directly the certification gets displayed correctly.

The issue can be reproduced at will with the following steps:
1. Setup a benefits certificate for HSA event rule for Plan Type 67 (Setup HRMS> Product Related> Base Benefits> Certificate Definition)
2. On Benefit Program table (Setup HRMS> Product Related> Base Benefits> Program Structure> Benefit Program table, for Plan Type 67 - Cross plan tab), setup cross plan between Medical and HSA plan
3. Process employee event for employee via On Demand Event Maintenance (Benefits> Manage Automated Enrollment> Events> On Demand Event Maintenance)
4. Through Employee Self Service, Enroll in Medical. Once enrolled in Medical, because of cross plan, system will automatically ask for enrollment for HSA as well. Before the HSA enrollment options are displayed, benefit certificate is expected to show up, but it does NOT get displayed.
