E-IB: Accessing External Site for OnDemand Customers Results in Connection Timed Out

OnDemand customers have a proxy set up as well as a Load Balancer for the Gateway.  Accessing external sites can result in the Error: "Connection Timed Out"

One example is as follows:
When trying to View WSDL for the QAS_QRY_SERVICE service from the Service component get the pop warning:
Integration Gateway - External System Contact Error (158,10721)
Integration Gateway was not able to contact the external system. The network location specified may be incorrect, or the site is permanently or temporarily down.

Even though the error was seen the WSDL was acutally seen.

Steps taken that generated the above were:
1. Peopletools>integration broker>integration setup>Service
2. Select the QAS_QRY_SERVICE
3. Click on View WSDL.

Other types of integration with third party sites can result in the same "Connection Timed Out" error.
