E-IB: Why Integration Broker Batch Error Notification Process (PT_AMM_WF) Sends Notifications to Many Users not having Role APP_MSG_ADMINISTRATOR? (Doc ID 1484408.1)

Goal

In PeopleTools 8.4x/8.5x based environment, the Batch Error Notification Processes (PT_AMM_WF) is supposed to send emails about Integration Broker messaging error only to users that have Role APP_MSG_ADMINISTRATOR, but instead it sends out those notification emails to a huge number of users who do not have this Role.

Why is this happening, and how to prevent this undesired behavior?
