It is currently NOT possible to restart the 'Publish Outbound Message' process (IN_PUB_MSG) for Advanced Shipping Notices (ASN) after it fails (navigation: SCM Integration, Publish Outbound Messages). Your only option is to delete the failed Process Instance and create a new one.
However, since the IN_PUB_MSG process is deleting data from temp tables based on the Process Instance, this means that you are left with rows in the temp tables which will never be cleared out.
