Unable To Create Mail Services in OLM Create Failed is Returned (Doc ID 1491341.1)

Unable to create mailcaster or single emailer. RY_CREATE_PR runs successfully, but when viewed Message Log following error is shown.
Mail Services goes to Create Failed and no JavaApps folder created under PS_HOME.


Debug: call GetJavaClass com.peoplesoft.crm.omk.processMonitor.BootMonitor with &psConfigDir:e:\psoft (0,0)
Debug: BootMonitor returned as False

The issue can be reproduced at will with the following steps:
1. Navigate to Marketing -> Dialog Monitoring -> Control Center ->Maintain Dialog Servers
2. Create new Instance, select mail service (single emailer or mailcaster) and save.
3. Monitor scheduled process in process monitor and see that app engine RY_CREATE_PR completes successfully.
4. Maintain Dialog Servers request status changes to create failed.
