SQL Error about CLOB On Adding Service Indicator (Doc ID 1492027.1)

Symptoms

When attempting to add a Service Indicator users occasionally get the following error

The issue can be reproduced at will with the following steps:
1. Add a service indicator and get the issue sometimes.

BUSINESS IMPACT
-----------------------
The issue has no impact as the users are able to save the SI.
