Workflow notification sends email to locked user profile.

An employee was a HR Administrator and was terminated a few months back. The user profile is therefore locked but when a new hire transaction was performed, the system is still trying to send an email to the email address mentioned in the user profile. When a person is terminated, he/she should no longer receive emails.
