E-AD: When Starting Application Designer From A Shared/Mapped Network Drive, Receive ORA or TNS errors

Information in this document applies to any platform.
Users only have Read-Only access to the shared network path (UNC) or mapped network drive where PS_HOME is hosted on a file server. Users launch Application Designer from the PS_HOME there, and receive ORA or TNS errors such as ORA-12545 or TNS-12560.
When launching Application Designer from a local drive, or if user has full access to the file server, the errors do not occur.
